In one of the more remote colonies in the US Sea Zones, life proceeds peacefully, albeit with difficulty. Colonists attempt to tame the ocean floor and grow the available space and food for themselves and other colonies. Our protagonist is one such person, a young man working to construct a new algae farming facility in the colony.

The sudden approach of navy vessels to this outpost is strange, but not unheard of. Expecting a routine inspection, the young man's life is irreparably changed as the vessels begin to launch their missiles and torpedoes into the colony. A rival faction has revolted against the government. Before our protagonist's eyes everyone he knew and loved are obliterated beneath the waves. His own underwater craft damaged, he assumes that the crushing blackness of the ocean will soon take him, too.
